To bet on the races, does one need to have an understanding of the horse racing system?
Not for definite but it would be wise to have an understanding of exactly what you are following and why. You can of course just follow someone blindly and probably pay for it, but why do this when it only takes a moment to understand.
If you search on the web for horse racing systems you will find plenty of sources that are free and will take you step by step through the process of building a system. Others will simply want to take money off you.
So as in any other walk of life, nothing is easy, you have to put in a bit of work if you want to make a go of it.

Not at all. Some of the biggest winners were first timers at any track.
